I tried to connect my Mikrotik router using Mikrotik RouterOS connector with SNMP version3. I have already configured SNMPV3 with username and password on my router and tested it using a cmd command, but when i try to connect it to my DMS the connection is timed out.

Could you please share some screenshots of your element configuration or any other relevant details that might help us troubleshoot the issue more effectively?
Additionally, you might want to try using a third-party SNMP tool, such as ireasoning MIB Browser, to manually poll the router's MIB parameters. This can help verify if SNMP communication is functioning correctly outside of the DMS.
