When using Storage as a Service, can I swap out my DataMiner server for a newer one and reconnect to the existing cloud storage to continue operations with minimal downtime?

I assume you mean ‘configuration backup without database’.
Since you use STaaS and you no longer have a database, you should choose a backup without database. The difference between full and configuration backup is minimal and will have the same result. A full backup also includes e.g. the DataMiner software files and logging, but if you already have the correct version on the new node, then configuration backup is sufficient and will be a bit faster.
The cloud tokens/DMS identity are at this location: C:\ProgramData\Skyline Communications\DataMiner CloudGateway\Data\CcaGatewayPersisted .
Make sure the same DxMs are also installed on the new servers (to keep the DMS identity/tokens refreshed etc)
I want to add a comment to this, I might have been a bit quick with my answer. All the data that is stored in databases will be available again but you will loose configuration that is stored on the server itself. Therefore it is advised to also take a server backup and restore that on the new machine.
