Normally the Administrator account is a built-in account that allows us to manage DataMiner. Is it possible that the system knows when the password is changed from the OS (local users and groups) and synchronizes this with other DMAs?

DataMiner does not have any way to retrieve passwords from the Operating System, nor gets notified when changes are made there. This means that if the password was changed through the OS, DataMiner will not synchronize it across the cluster.
If the password gets configured through the DataMiner User Interface, DataMiner will sync this value around in the cluster, and will also remember this value for use when e.g. a new agent is being added to the cluster.
(all of this is for "local" users. For domain users, all password related settings are managed through the domain)
