I have antenna systems with 1:1 and 1:2 HPA setups. When I created a Service, I set the service inclusion Parameter Value for the primary PA W/G Switch #1 position value equal to Position 1, and the backup PA Switch position value equal to Position 2.
However, I cannot clear the "State (Service Element Status) PA" and the value is Excluded. Any assistance in configuring this would be greatly appreciated.

Yes. The parameter value for PA 1 and PA 2 W/G switch positions 1&2 are equal to position 1. The parameter value for PA 2 (or backup PA) is included – based on the condition that the primary PA W/G switch is equal to Position 2.

It's not yet clear to me if you are having problems preventing the impact of an alarm on the SLA, or if you are having problems removing a past outage on the SLA.
Can you provide more information?
What alarm state are the HPAs in and what is the value of the W/G Switch #1 Position?
When an element is excluded from the service, it should not have any impact on the SLA level.
An element that is included in the service will impact the SLA (unless SLA violation configuration settings define differently).
Can you confirm the element is excluded based on the switch position? In the surveyor tree the will not contain the element when excluded.
In the Outage List in the SLA you can set a correction and a motivation for the correction.
Can you give more information about the State (Service Element Status) PA?
Do you mean the alarm state of the service?

Is the "inclusion" condition defined on an element that is always present in the service chain (i.e. the switch across the 2 HPAs in your example)?
