I am trying to find in the online help, What the difference between the Write and the Config tickboxes are under the Permissions - Views.
All of the user and group setup information is around the Rights of the system under Dataminer Administrator Security.
Also, Is there a way to create your own Default User permissions as a Template other than the generic (No Rights, Operator, Power User, Admin no user changes and Admin)?

As far as I am aware, you cannot create your own template of user permissions. You can only use the presets available there.

For your first question, please find below a summary:
- Write: Gives the users in the group parameter write access to the view, element or service. They will be able to change parameter values
- Config: Allows the users in the group to edit views, elements and services
Regarding your second question, I remember a similar question:
Dataminer User Group ‘RIGHTS’ permissions
