Imagine the following situation: a customer has 33 agents in a cluster, and 2 of those agents have Spectrum enabled with a combined spectrum element limit of 38. The other 31 agents don't have Spectrum enabled.
In this situation, would it be possible to spread the 38 Spectrum elements over all these 33 agents, to have as a result an unlimited number of SA elements that can be connected to the cluster?
Is there a reason why the Spectrum option is not enabled on all the agents in the cluster? Because by default it should. From a licensing perspective, the number of licenses required is the lower one of the number of DMAs and the number of spectrum analyzers. In your example this would be 33 licenses that need to be purchased, and this results in a DataMiner System that can host an unlimited number of spectrum analyzer data sources (unlimited from a licensing perspective of course, ultimately the number would be limited by the overall load on the system, which also depends on what else is managed with the same system).
