A customer has IDP installed for a test. The license seems to be not valid anymore. An upgrade from 10.3.8 to 10.4. is not not working because of the missing IDP license.
How can IDP and also the Resource manager be properly uninstalled?

Unfortunately, there is no automated way of completely removing IDP, it would have to be a manual procedure to remove all files from the system.
However, do note that the IDP license is not enforced in such a way that would justify the issues in upgrading a system you are experiencing.
What I believe could be happening is that IDP uses some legacy Dashboards which have been retired since DataMiner 10.4.x and these will block the upgrade.
The options to overcome this would be to:
- Enable the soft launch flag mentioned in the docs link above

- Removing IDP manually
Although a time-consuming option, if you wish to go with the manual removal the list of components of IDP can be found in the App itself under the About page.
