We have a number of devices spread across numerous subnets which also contain other devices we do not want to provision, making IDP a not as suitable option here so was wondering if there were any alternative ways to bulk provision these devices

IDP can scan the configured subnets but that does not mean it automatically provisions all of the available network devices. You can configure only the relevant CI Types and provision these elements accordingly.

I would suggest to create one element for a specific protocol, do an export (right-click > Actions > Export) and export it as CSV. Then you can duplicate the row, but leave the DataMiner ID and Element ID empty for the new rows and change element row and the polling configuration. Then do an import of that file to create the elements (right-click the view > Actions > Import).
