I've installed a CISCO Nexus driver on a system that can ping the device, but I see timeouts in the logging, even when I increase the timeout time of a single command to 5000. Is there some additional configuration needed?

Have you checked stream viewer/wireshark?
Seems a normal snmp driver should be easy to debug.
