central database offloading – trend offload disabled by default

I believe that the current behavior is that when central db trend offload is activated that all trending is offloaded.  In the trend template it's possible to disable the offloading.
Is there a way to reverse this?  So that no trending is offloaded by default and only when activated in the trend template that it's offloaded?

Is that possible in some config file or in a setting?
