Can the redundancy group switching logic evaluate elements outside the RG?

In a redundancy group configuration, is it possible to include in the switching logic element states or parameter values that don't affect directly the status of the RG elements?

This is possible.

Any element/parameter in the system can be used as a trigger for the switching logic.

(The same goes for services: elements can be dynamically included based on an element/parameter which is not part of the service itself)
