It would seem SNMP is not working on a specific server and it isn't generating any error messages, warnings or notices. If I look at SNMP elements on the DMA they are all generating error 99. What is error 99?

That error is coming back from the WinSNMP service when calling the method SnmpSendMsg. This method returns an SNMPAPI_STATUS which is the error '99' that is shown. Error 99 stands for "SNMPAPI_OTHER_ERROR" which is used for internal/undefined errors.
The error points that something is going wrong in the WinSNMP service that DataMiner is making use of.
Techsupport could be contacted so they can have a deeper investigation of what is going wrong with that Windows SNMP service on that specific server.
An alternative, when using DataMiner 10.4.2 or higher, could be to let DataMiner make use of SNMP++ instead of WinSNMP. This can be achieved by enabling the softlaunch flag as described here.
