when we have a geolocation and one agent from the 1+1 pair is in the first and the other in the second location, is it possible that after a link failure between the locations, two agents from the 1+1 pair become active? If so, then when changing the configuration of elements on these agents or after restoring the network connection - will proper synchronization take place? which agent will become offline?

In order to prevent 2 DMAs to become online it is advised to configure the heartbeats as described here (note the inverted heartbeats):

If there would be a problem with the heartbeat config and that detection mechanism, the normal synchronization will kick in and the last-modified config will be applied.
