Settings where user is in multiple groups not behaving as expected

According to https://docs.dataminer.services/user-guide/Advanced_Functionality/Security/Basic_security_configuration/Managing_users/Changing_group_membership_of_a_user.html DataMiner allows users to be in multiple groups with the highest permission applying.

However this does not seem to be the way it behaves for group settings. We have a user in 2 groups but can only see the tabs in the alarm console applying to the read only group not the network-admin group which has higher permissions

Is this expected behavior and how is it determined which settings should apply to a given user?

I remember investigating this behaviour a while back for a similar dojo question. Does the answer for that question provide give you sufficient information?
