As a user I'm making changes to a Skyline-signed protocol, I still want Skyline to support that connector, can Skyline validate my modifications and sign the protocol?

Yes - but in that case the review and validation services would have to be covered with service credits, and the effective time that would be required would depend on complexity of the driver, the amount of change, the quality of the modification, etc.
