We have a user which has high security and their DataMiner system is on a closed network not connected to the internet. They could make use of some of the created package solutions available in the catalog. Is there a way which they can download and install the created package(s)?

It's indeed not possible to download a package. They can although ask their contact at Skyline to get the package for them... That could be a workaround.
