Within interface stats we have columns like Operator State and State what would be the difference between the two ???

Most of the connectors with an Interfaces table show that kind of parameters where normally State or Admin State means if the interface has been enabled for operation, if you are familiar with Cisco products, enabling the interface is equals to execute the "no shutdown" command when you finish your configuration.
Operator State stands for the actual operation of the interface, Up means is working well, and Down that is expected to be working but for some reason (cable disconnection, fiber cut, sfp fail, etc.) is not functional.
