What is the impact of increasing the Element Log level (say to level 4) in a smart serial connection?
In my case, when I increase the log level (to 3 or 4), the element goes into timeout and want to know the root cause for this.

The log level that you configure in system center should not have a direct impact on the timeout state of your element. With the log levels you define how much (/deep) you want to view the log information on that element. Please see the help for more on this topic: Element logging.
In order to figure out what is causing the timeout, you could start with opening the streamviewer. There you might already spot what is causing the communication issue resulting your element to go into timeout state.
