HTTP Error 404.0 – Not Found

Hi All.

I can see an error : HTTP Error 404.0 - Not Found if I want to create a  new app.

I can see the error as below :

Where can I look for the problem ?

Can you check if the physical file is actually there ?

As you can see, with dashboards there is no problem with access...
