Is there a way on the scheduler to set it to the last day of the month (in the cases where February can sometimes have its last day on the 29th and how the last day of the month alternates between the 30th and 31st)?

Setting this directly from the UI is not possible.
A possible way to achieve this could be to schedule a task daily that executes an automation script and in that script verify if it is the last day of the month. If that would be the case, then the desired content can be executed.
