As Felix mentioned, there’s currently no way to restrict access to the root page while still allowing access to apps.
If this is a feature you’d like to see, feel free to submit a feature request on Dojo. That way, we can gauge interest from the community and consider it for future development.

Removed my previous answers because I read the question not carefully enough.
If you would like to disable the web access completely you could remove the permission: General>DataMiner web apps
If you only deny access to the root page, I've no idea.
When you enable "DataMiner web apps" and disabled Monitoring web app + User-definable app, you only have dashboards an ticketing available.
When also disabling reports & dashboards and Ticketing Gateway, the page is completely empty
