There are certain situations where the "Switch" button isn't available:
One of them is, I'm assuming, when the backup agent is unreachable:
Are there other situations where the "Switch" button will be unavailable?

As far as I see, the "Switch" button is disabled:
- When no Failover configuration exists
- When the other agent is unreachable/missing or stopped
- When the user does not have the "System Configuration/Agents/Switch Failover" permission
