I get this error whenever I change the interval of the Trend data or Parameter values and save the configuration. It does not matter if the value is smaller (4 min) or bigger (6 min) than the offload interval of 5 min. Only when I disable both Trend data and Parameter value offloads and save and then enable these again and save I don't get the notice.
What does this notice mean and how can I prevent it and be sure that everything is working as expected?

Central DataBase Offload threads aren't closed in a timely fashion. Potential issues with offloading rate data can occur. Disabling and enabling offload rate settings is advised.

This is a check that is being done before applying the new settings whenever something is changed to the central offload settings.
It basically checks the health of the rate and snapshot threads. If you encounter this error it might be that the offload threads are either stuck, delayed or just have to offload too much data.
Some things you can do are e.g. as the notice mentions disable the offloading for a while, then enabling it again. Check the SLElement.exe memory it doesn't start to leak. Check no RTE's occur for the offload threads.
Thank you for the feedback and reference. My search tool must then not have worked properly at the time because I definitely looked for parts of the notice string, but it returned no results and apparently the full notice is described as such in the Release Note so I should have found it.
But even with this reference and it's description I still don't understand what it means and what the impact could be.
It mentions "An issue was fixed where disabling and enabling the offload configuration could cause the rate threads to not be started properly". Does this then mean that nothing will work? And this issue seems to describe exactly what you need to do to prevent the issue.
For me at least this is highly confusing and I don't understand it. To me it feels like this notice is most likely generated unnecessarily.

According to RN28220, changing offload rate while offloading is enabled can cause issues with offload threads closing/starting. So the notice is generated to advise users to take additional steps (disable>enable) to avoid issues.
