It's been a few months that a central DB has not been accessible.
The Central DB configuration in Cube has now been disabled.
Is it correct that the offload files are under Skyline DataMiner\System Cache\Offload\ ?
Is it sufficient to delete that folder to clear all these offload files?

Deleting that folder on all agents should indeed be sufficient.
