How is the administrator user defined within DataMiner?

When a user exists that has as name ‘Administrator’ it looks like DataMiner sees it as the ‘Built-in account of DataMiner’ even when this is not the built-in Windows Administrator user. Can we assume that whenever the user is called ‘Administrator’, it is seen in DataMiner as the ‘Built-in account of DataMiner’?

Yes. A user with the name “Administrator” will always have full access rights in DataMiner.
