We want to use the Dataminer application IDP to add elements location to the Cube for newly added TX sites in our system.
Appreciate if you could provide the steps to accomplish this?

In order to manage your elements' locations with IDP you could look into the Facility Management section (docs reference: Facilities | DataMiner Docs)
In there, you should be able to manually assign elements to the corresponding locations and/or configure them automatically based on an automation script that could retrieve that information from an asset management system where you may have such information.

After provisioning elements with IDP, you have the option to allocate them to a rack through the Admin > Facilities tab. This process also allows you to create new racks and locations.
If you prefer to set up locations beforehand, you can accomplish this in the Locations section within the same tab.
