What are the permissions the users / groups need to have in Dataminer in order to be able to edit "aggregation rules"?

Aggregation rules use the same security permissions as Correlation (see doc).

So for an user to have the “edit” I must put the System Settings->Correlation->Edit rule permission, right?

Indeed, that’s correct. Correlation edit and delete permissions are needed to administrate them.
