When planning an upgrade, it's a good practice to upload the package 1 or more days prior to the actual upgrade.
However it looks like the start time refers to the time the package was uploaded in the system, not the time the upgrade process was initiated.
Note that the ‘general’ line does mention start of upgrade time.

Yes, this is intentional. The general start time corresponds to the moment when the upgrade action itself began, while the start time shown for each agent is the moment when the upload action was initiated.
Typically, the upload and upgrade are executed together in one go. When they aren’t - as in this case - we still have all the relevant information.
