When planning an upgrade, it’s a good practice to upload the package 1 or more days prior to the actual upgrade.
However it looks like the start time refers to the time the package was uploaded in the system, not the time the upgrade process was initiated.
Note that the ‘general’ line does mention start of upgrade time.
