is it a right way to first develop a mib file for media server and then generate element (using dis mib browser) to develop custom protocol.

Hi,

Could you elaborate on what you mean when saying first to develop the MIB file?

Typically MIBs are publicly available for several devices and products on generic MIB repos or the vendor's website that can be used directly in Visual Studio with DIS.
