In the case of running an old Web Upgrade version as a "rollback" after a Web Upgrade, how would that react? Would it remove the previous Web, GQI, and Assistant DxMs that the newer Web Upgrade installed?

Hi Micah,
That is correct, a web-downgrade will correctly downgrade all included DxMs & DCMs and the web apps themselves. Note that it will not restore the automatic backups of the dashboards & LCAs, this is still a manual step. This is sometimes necessary because newer versions of our software can make changes to these that aren't supported in older versions of the software.
