In Active alarms tab of Alarm console, “New alarm” is notified when a new alarm occurs.
1) How long does the “New alarm” display last?
2) Could we set any condition of this notification manually? Such as duration.

The 'Alarm Type' property on an active alarm is showing the last action/event that happened on that alarm. When a new alarm is raised, this is indeed showing 'New Alarm'. This will stay there as long as nothing 'happens' to this alarm. As soon as e.g. the value goes up to a new threshold, or a service impact changes, or it's masked, or someone takes ownership, ... this value will change accordingly.
However there's a column that can be shown called 'Severity Duration'. Is this what you're looking for perhaps?
