Dataminer is running on old version 9.5.0.0-8480-cu16, how to upgrade to latest version and it is in live, also does not have backup.

It is strongly recommend you take a backup first.
Normally we have the upgrade steps described on the document : Upgrading a DataMiner Agent | DataMiner Docs , but in your case, as far as you are starting from a very low version and no longer supported, it is recommended to contact CentralOps (techsupport@skyline.be), they can find your contract and guide you to the correct upgrade path.
