In a system already running SQL Server 2016 SP2 CU2, can the SQL CU15 (KB4577775) be safely installed without any incompatibilities?
An additional question, does DataMiner 9.6 support SQL server 2017 or 2019?

I can already answer the first part of your question.
An upgrade to SQL Server SP2 CU15 causes no problems
After the upgrade following checks were done to see if everything was still working:
Trending:
- historical trending: still working
- new trending: still working
Alarming:
- retrieve historical alarms: still working
- new alarms: still working
- historical slider: still working
Logging:
- All logfiles show no issues on working with the new database version
Correlation:
- Correlation rules still work, also slidingwindow
Central database:
- Offloading: still works
Elements:
- creating and removing of elements : still working

Dataminer has also been tested using MS SQL 2019 (latest CU: CU8).
We had no issues performing the same tests as above.
Note however that to run MS SQL 2019, you need to do this on a Windows Server 2016 or above. This is not working on an older OS system.

DataMiner has also been tested using MS SQL 2017 (latest CU: CU22) and also this causes no problems after reviewing it with above tests.
