We recently updraded our test/stage platform from 10.4 to 10.5 CU10 and now we encounter this issue

Can you confirm that this check is something introduced in later DM versions? We have no issue with a freeze before the upgrade.
As a non IT tech savvy, regarding the bullet points under Complience and Avoidance, should we interpret this as either of the bullet points must be done or all of them (under Compliance header or Avoidance header)

Hi Roger,
In a case where a given DMA does not have access to the Internet, it might not be possible to validate the certificate. In that situation you would have to wait for a timeout, around twenty seconds or so, before entering Cube.
This would be noticed immediately after you type your login credentials, therefore I am not sure this matches your case.
If it does, then it may be worth checking the Internet Options of the server and disabling 'Check for publisher's certificate revocation" as described in the referenced article.
Otherwise you may consider reporting the observed behavior to our support team.
