This can be done by creating a custom template for a table column. In the template, you have the option to configure a tooltip for a shape. This tooltip can be linked to other columns in the same row. More info can be found in the docs.

Yes that is possible. It will work as long as the columns are available in the query rows that the query returns. So you will need to apply the columns you are interested in as a filter to the table, not the query.
These tooltips are available from DataMiner 10.4.0 [CU14]/10.5.0 [CU2]/10.5.5 (web) onwards.
