Cloud installation – user permissions not visible

Following the guide I've installed Cloud Pack 2.7 and I can see the services running.

The DMA is running DataMiner 10.2.

I however do not see the user group permissions for Cloud Gateway in System Center.
I also don't see the Cloud page in System Center.

Am I missing a step?

The problem is missing user rights to make changes on the security settings.
