This is not intented. However, there could be numerous causes to this behavior. In light of this, we have done multiple big improvements regarding the migration and possible issues, these updates are available in version 10.2.9. Any shot you can look into upgrading?
On top of that, I am assuming you pressed migrate all storages, it might be a very good idea to restart teh system and migrate the storages one by one, this has proven to improve the behavior of the migration. This is usually because the amount of load this generates can't be handled by the system.

it appears that this version is indeed not released yet. You’ll have to wait or request to your skyline contact if a hotfix for this is possible for you. An updated tool will not solve this problem since DataMiner does most of the heavy lifting, meaning that the changes were done inside DataMiner and not the UI tool.

Migration of storages – step by step helped but not fully – still we got lots of failed rows
And all the time there are free resources (CPU, RAM)
Version 10.2.9 is still not available on you site
Maybe it is enough to just use last version of migration tool SLCCMigrator.exe? (so do not upgrade whole DMS)
if so can anyone from your team share this last SLCCMigrator.exe?
