Is there a reason why the alarm template doesn't apply to the entire column of the table? As you can see, it only applies to a certain number of rows and there's no any filter or conditional monitoring in the template.

-How does the parameter definition look like in the protocol.xml? It is possible that there could be conditional monitoring defined in there that is not visible in the alarm template. It's also possible that there is a minimum threshold defined in there.
-Is the parameter being exported to a DVE?
