I have a requirement to set values to specific table parameters for a CI Type. Is it possible to define a 'Row Key' value as an IDP configuration during provisioning or this best handled in an update property script?

Currently, this is not possible in IDP as part of the 'Password Setup' step of provisioning.
This step was designed for scenarios like an HTTP protocol that needs credentials configured prior to starting to poll the device and as such, it only supports standalone parameters.
Depending on the nature of sets you need to perform it could make sense to use the 'Update Property' script functionality or to add that possibility to the 'Password Setup' step and in that case please consider creating a feature request for it to be addressed.
