Hi,
I did fresh DM software(9.6.9) fresh installation on my DMA. After applying the license file, when I connect to cube the agent seems stuck at start up 99%. It been around 45 mins still not come up.
Normally, for fresh installation it should not much time to connect cube.
How can I fix this issue?

You can always find good information in the logging as mentioned above.
If you cannot find and solve the issue yourself, I would advise to send an e-mail to our techsupport (techsupport@skyline.be) and we will further pick it up for investigation with you there.
