I need to migrate DataMiner from one cloud server to another one. I know I can use backup file for migration if the DM versions are same. But in my case, the version of Dataminers are different.
Can I still migrate to version 10.3.4.0 using backup from version 10.2.8.0?

This is not recommended.
The best procedure to achieve this is to have both servers on version 10.2.8.0 and do the backup restore on your new server. When this is done, you can safely upgrade your DataMiner agent to your desired version.
I recently migrated a server using this procedure: Migrating a Failover pair to new hardware. If you have a single DataMiner agent, then you can ignore the failover parts.
